"Strengthening Institutional and Functional Local Government in Moldova in the Implementation of the Association Agreement with the European Union" Project (2015-2018)

About the project

The project opportunity is dictated by the need to achieve the Action Plan for the implementation of the Association Agreement approved by the Government of the Republic of Moldova, providing methodological assistance to local authorities in the implementation of the Association Agreement with the EU; the need to strengthen and cohere the society.

The project aims at achieving a comprehensive study of the organization and functioning of local public authorities in the Republic of Moldova and identifying optimal solutions to improve their activity in the context of the implementation of the Association Agreement with the EU. The implementation of the Decentralization strategy, the results and problems to achieve the decentralization process will be studied and analyzed. The llocal public administration systems in the European area will be investigated. The project relevance is derived from: a) the adjustment of the public administration system in the Republic of Moldova to the European standards; b) the need to increase the efficiency of the activity of public administration; c) the provision of accessible, equitable and qualitative public services to population.

Hypothesis

An efficient, accountable, transparent, and professional local public administration is a success factor in the implementation of the Association Agreement with the EU.

Purpose and objectives

  • Evaluation of the decentralization process in the implementation of local autonomy in the context of the implementation of the Association Agreement with the EU;
  • Identification of models and efficient forms of local public administration in the European Union through the research of the European administrative process at the micro (national - member countries), macro level (EU - European institutions: the Congress of Local and Regional Authorities, the Committee of the Regions) and multi-level governance;
  • Detecting deficiencies in the functioning of local public authorities in the Republic of Moldova;
  • Evaluation of the administrative capacity and performance of the first and second level local public administration;
  • Improving academic curricula by elaborating new courses and developing existing ones.

Activities

International conference „Consolidation of local public administration: tools and mechanisms” (December 3 – 4, 2015)

For two days, on December 3 - 4, 2015, the Academy of Public Administration hosted the International scientific-practical conference "Consolidation of local public administration: tools and mechanisms". The conference was organized within the project "Strengthening Institutional and Functional Local Government in Moldova in the Implementation of the Association Agreement with the European Union" and within the joint project of the Academy of Public Administration and the Higher School of Public Administration in Szczecin, Poland, "Capacity building of the authorities responsible for regional development in the Republic Moldova ", financed by the Polish development cooperation program of the Ministry of Foreign Affairs of Poland.
